Cannot scroll through the sidebar to see all of my tabs (in private mode only)

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
• I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.

What happened?

In private windows, when I open enough tabs to go beyond the height of the sidebar, I can no longer scroll through the sidebar to see the oldest tabs at the bottom. This seems to only affect private windows as it worked for me on normal windows.

The issue also exists in Linux AppImage

The issue also exists in Windows.
Rolling back to 1.11.5b solved the issue for me.
The issue seems to have originated from 1.12b onward.

Trying to rollback this issue wasn't hard, however I think it would be cool to have an easier way to rollback from the settings page.
Either a list of all previous releases for you to select to rollback to, or just a list of links to the github releases for the user to manually download.

Seems like this was fixed by this commit 71f2680. Can confirm it works after updating to 1.12.3b.
