[SCM-1013] Add skip parameter to all goals

Currently, the only way to conditionally execute this plugin is by either putting it into a profile or by putting it into a conditionally included submodule. But profile-based activation may not be flexible enough and putting it into a conditionally included submodule is quite inconvenient.

Most Maven goals have a "skip" parameter that can be used to control them. It would be good if the Maven SVM goals would follow that approach as well.

In my particular use-case, I am using the SCM plugin to automatically stage a release candidate during a release build.

Currently, I am working around the missing skip parameter by using a property in the phase element of the execution and setting this property to none when not in a release build. It works, but it is a hack.

Well, that is the purpose of release profiles, no? They are designed to run specific goals only when a release is done. Doesn't this work for you?

No because the build setup is inherited from a parent pom and some project inheriting from that POM may want to use these functionalities while others may not. So I am putting the staging functionality into a marker-file-activated profile so projects/specific modules can choose to use them. Then the profile-activation axis is gone and another mechanism is needed to ensure that the stuff is only executed in a release build.

I see, it is basically conditional conditional. What if you define the profile and others need to reference it explicitly? No inheritance so to speak.

If this still does not work what would be your idea for this configuration-wise in the POM?

See comments in apache/uima-parent-pom#37 -- overriding the release profiles is annoying.

As I said, currently I set a property either to "none" or to a particular phase to control the execution of the SCM plugins:

                 <phase>${releaseStagingCheckoutPhase}</phase>
                 <goals>
                   <goal>checkout</goal>
                 </goals>

That works, but instead setting a "skip" parameter seems considerably less hacky to me.

I might, but considering I have a working (hacky) workaround at the moment and many other things to do as well, I won't be looking at this in the short term.
