Default method order should be taken from a project configuration option

It can be a system property, environment variable, anything so that it is easy to set the method order once for a whole project

JUnit 4 is now in maintenance mode.

At this point, only critical bugs and security issues will be fixed.

The team has therefore decided to close this issue.
