Improve Image Access Management to provide more fine grained granular controls

Which service(s) is this request for?
Docker Hub/ Desktop

Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?
Beyond just an on/off switch for different image types, specifically for Community Images, it is not possible to currently set more granular configurations such as specific repo exceptions. Currently it is globally without the ability to control further.

It would be a highly useful feature, as a simple on/off toggle can be difficult to enforce effectively (there are always exceptions!).
