Set up twitter commit account

We need a twitter account to allow people to track spec changes. This includes getting Github's twitter service posting to Twitter automatically.

Created respimg_commit account. Associated the account with commits@responsiveimages.org.

Set up the hook through the admin panel, but was not able to get it working yet.

So, it seems twitter and github are not working well together at the moment. A bug was filed on Github by someone else about it.

If this doesn't get resolved (or in the mean-time) we could use Zapier's Tweet from GitHub Commit.

Problem with Zapier is that it only works on the master branch :( we rely on gh-pages
