Test Unicode capabilities in Windows containers.

Test an UTF-16 file with content Михаил:

Mac with Windows Docker Machine

$ docker run -v C:$(pwd):C:/unicode -w C:/unicode mcr.microsoft.com/windows/nanoserver cmd /c type utf16le.txt
