Update to Go 1.24.1

Note: The release pacing of the repository goes with XTLS/Xray-core, which means if Xray-core uses a newer version of Go, the update release of the older version will be superseded. Patches for older version of Go still be kept and being tested, for one who need the update of older version, one can fork and build on one's own.

Patched Go 1.24.0 for Windows 7

Update source code, patch set, and built SDK to 1.24.0

• Added ARM64 pre-built SDK for Windows and Linux.
  • Windows 7 does not support ARM64 version, but it can be used on higher Windows version for development.
• Deleted some scraps during building stage before uploading packages, reducing the size of packages. (Total package size reduced from 562MB to ~490MB)
