Alternative for Github Enterprise 3.14+ (Not Cloud)

We have Github Enterprise 3.14... Is there an option to build the provenance and store it in the artifacts?

Since the API is not in the Enterprise version, what would be the steps to re-build the current implementation?

Could we use this action to just build without the server? Say, I just want to sign Docker Images...

Sorry, Artifact Attestations are not available in GitHub Enterprise Server. You will have to build your artifacts using our cloud offering.

(To be more specific:

You won't be able to create an attestation without being in the GitHub Cloud environment. The only way to get around this is to build your docker image inside GitHub Actions from a repository on on github dot com)
