Is there any way to make it skip the 41s install step entirely when requirements.txt hasn't changed?

Run pip install -r requirements.txt took 41s initially, and then took 32s.

How do I make it skip the 32s step entirely? Dependencies haven't changed, so, ideally, it wouldn't need to download or collect anything in subsequent CI runs.
