Installing a different Visual Studio version on the Windows runner

We do have a problem with the latest Visual Studio, which has been upgraded for Windows runners.

I need to install the older one, but I cannot find a reasonable way to do it.

This installs correctly, but all the ENV variables which are a lot still pointing to the default Visual Studio.
What is the right way to do it?
