[Java] Added Metrics Configuration Support to Iceberg Data Writers

This PR adds support for configuring metrics in Iceberg data writers.Also added tests for the same.

Hey @ahmedabu98 I have opened a pr please take a look and provide comments for further imporvement also regarding the tests I have added a testDefaultMetrics() which seems to be failing due to some snapshot error please provide me comments to fix that too.
