cfn-lint had the following issue aws-cloudformation/cfn-lint#3899 which was resolved a few versions ago and currently causing us issues since SAM CLI version 1.133.0. SAM CLI is currently on cfn-lint version 1.22.2 but the current latest of cfn-lint is version 1.25.1. It doesn't look like Dependabot has picked up on the version change.

Can you please upgrade cfn-lint to a later version which includes this fix?
