Github does not support ipv6.
Even downloading manually efs-utils, we are blocked at building :

No. Github is at this moment not ipv6 friendly.
Was wondering if there is another way to get efs-utils.

In addition to github, you could also find efs-utils from the Amazon Linux AMI package repositories
It's not available for Debian.
