S2N-QUIC CI interop-report test failure

Problem:

I noticed that the interop-report test failed on Checks for Regressions:

s2n-quic (client) - handshakeloss was expected to pass but failed
s2n-quic (server) - handshakeloss was expected to pass but failed

This problem is noticed in my PR to update Bolero dependencies.

@camshaft reviewed the PR and override and merged the PR. This problem should be further investigate, and probably aren't related to the deps update PR. The PR is a refactor PR which is not related to protocol.

Solution:

Investigate what caused the issue and fix it.

Requirements / Acceptance Criteria:

The job should pass.
