Cannot drag Splitter again after releasing drag

Description

When I drag a splitter with the cursor over the resize trigger, finish dragging by letting go of the primary mouse button, then start a drag again by pressing the primary mouse button again (all while the cursor remains over the resize trigger), the splitter doesn't move. I would expect it to start dragging again.

Steps to Reproduce

1. Start the codesandbox
2. Drag the resize trigger using the mouse cursor
3. Finish dragging, but don't move the cursor off the trigger
4. Try dragging it again
