1. 23.0.7 - 23.0.13 are missing at https://docs.docker.com/engine/release-notes/23.0/
2. 26.1.5 is missing at https://docs.docker.com/engine/release-notes/26.1/
3. 25.0.6 is missing at https://docs.docker.com/engine/release-notes/25.0/
4. 23.0.7-23.0.13 are missing at https://docs.docker.com/engine/release-notes/23.0/
5. 20.10.25-20.10.27 are missing at https://docs.docker.com/engine/release-notes/20.10/
6. 18.06.3 is missing at https://docs.docker.com/engine/release-notes/18.06/

There might be older releases missing, but they're all EOL so I didn't check

It's not just the documentation that's missing, but the packages too.
For instance, the latest available version of docker packages for Ubuntu Focal [1] are 20.10.24 too, so it seems that all activities related to those versions have been missed for some reason.
