Hopefully unblock CI during Helix investigation.

Edit: We should be able to switch back once dotnet/dotnet-buildtools-prereqs-docker#1374 is in and new images are built.

arm64 jobs finished successfully. Going to skip the rest of the CI run.

/ba-g This PR only changes arm64 CI testing and those jobs finished successfully. Merge early to unblock CI.
