Looking at Triage Process differently

Express Triager Guide includes the following part,

question: User questions that do not appear to be bugs or enhancements.
discuss: Topics for discussion. Might end in an enhancement or question label.

However, we have GitHub Discussion which seems more appropriate for any question or discussion. I suggest we should move these type of issues in Discussions. And later if that discussion turns out to be something that has to live directly in the Issues, we move back in.

Our triage guide says that new issues or PRs will be labeled as needs triage. Does this actually happen?

If we want to reclaim that package we can, but it wasnt much and IIRC there was someone else who built a better label action. If we dont think we want to make a general use thing, pkgjs is probably not the right place for it anyway.

I would opt for creating a bot in general to do it across the three organizations, something like what Node.js has.

Now that #5835 has landed, I would like to start cleaning the Issues on expressjs:express. Primarily, we can work on this repository first. Then do the same for other repos.
