I was very surprised to then be told by GH support that I should file an issue here, instead of contacting support. Perhaps this screen should offer more options explicitly, or explain in what specific situations GH support should be contacted.

Thanks for the report; it looks like we do have some communications at cross-purposes happening at our end.
I'll dig into how much support GitHub Support is supposed to deliver for the CodeQL action, and then try to make the banner and reality align better, one way or the other.
