Release: Test Coverage Action for DeepSource

This is a GitHub Action that allows you to easily integrate test
coverage reporting to DeepSource if you are using GitHub Actions
workflows as a CI. Simply use this action in a step in the workflow file
with relevant parameters, and you are done!
