A reusable GitHub Action for generating a Terraform plan from Terraform files in a GitHub repository.
Writes a plan.tf file to a cache that can be accessed with name tf-cache-${{ github.run_id }}-${{ inputs.location }}. This name is matrix-safe.
Can be called like this:
