Replace/reimplement a copy of react-images-uploader

The package is no longer maintained: JakeHartnell/react-images-upload#208

We only use it on player visible image uploads (pulse and challenges) and use vanilla controls for GC, so we could potentially go the GC way, but the package was also MIT licensed and basically a single file, so it's also possible we could "fork" it and make a copy here with some local attribution that we basically typescriptified it and copied it over from the original author.
