Steps to reproduce

Windows MIDI Services SDK Runtime and Tools installer is not signed, and so most browsers and PC installations throw up all sorts of warnings when you go to install it.

Expected behavior

Installer is signed. Windows doesn't get upset. Everyone is happy.

Known issue. Documenting here so folks who want to track it, can.
