Set screen resolution to 1366x768

Run settings app.

Expected behavior

Settings app is no larger than the screen, and has no elements off screen

Updated the settings app to start at a smaller resolution, and to save size and position when closed.

Also added scrolling support to the first-run popup and the popup for creating loopback endpoints
