Do you want to map a particular key or shortcut to the text "• "? If so, click "Remap a key" or "Remap a shortcut", setup your key or shortcut trigger, select "Send Text" as the action from the drop-down, and then type the bullet point and space characters into the text box, e.g.:

No problem! Can I just clarify: do you want to output "• " when you press a particular key combination? For example, when you press Ctrl+B in your text editor, it would output that text?
If so, here's a step-by-step:
Open PowerToys Settings and go to the Keyboard Manager settings page:
Select Remap a shortcut:
Select + Add shortcut remapping:
Select the Edit button, which looks like a pencil:
Press the combination of keys you want to trigger the action, e.g. the Ctrl and B keys:
Select OK and then choose "Send Text" in the Action drop-down:
Type the text you want to appear in the "Keys" text box, i.e. your bullet point and space:
Select OK.
Test your shortcut. By default it should work in every application:

Unsure if this is a bug or feature limitation or a user error.
✔️ Expected Behavior
I want to map: 'Right Alt key+numpad[0]+numpad[1]+numpad[4]+numpad[9]+space' to a key.
❌ Actual Behavior
KM only seems able to handle TWO keys (Right Alt+one numpad key).
Is there a way to achieve this mapping?
