Description

1. Click anywhere within the TagPicker textbox

Expected: Popover opens with list of options and page doesn't scroll

Actual: Popover opens, but browser instantly scrolls to top of page, requiring user to scroll back down to see the popover

Notes: Using Edge 133.0.3065.82 (Official build) (64-bit)
