In some junit file consumers, the test name is
 considered as the key. If it's duplicated, it
 shows only one. This change use the test case id
 to make test name unique.

Prioritize environment reuse over priority by P0-P5.
This is important to avoid concurrent environments exceeding concurrency setting in LISA. It resolves issues with cluster capacity and helps with quota management.

Hibernation logs are checked in /var/log/syslog and /var/log/messages.
If neither of the files are present, fall back to journalctl

If start_vm() fails due to unassigned IP address, an exception
is thrown but it results in a stale VM on the HyperV host. This is
inefficient as it continues to consume cpu, memory and storage resource
of the host. Hence, cleanup the VM before raising the exception.
