While in beta, we still don't want to make disruptive changes so we should document what our policy is for breaking changes. Also, for internal generated typed that customers use, we should document what our breaking changes strategy is there as well.

Non-breaking changes can ship at any time, but for breaking changes we accumulate them and ship them on some regular cadence.
Minor version could be bumped for breaking changes - still talking about beta versions here.
Patch version could be updated for all non-breaking changes.
We should get architect feedback on this. More of an issue on the JS side because it is common to float versions vs .NET it is much more common to specify a version.
