[python] @api_version_validation should not be generated in the Python SDK #6159

To have strings of multiple api versions in the code would make the pipeline unable to judge whether the package version should be preview or stable.

SDK is generated from https://github.com/Azure/azure-rest-api-specs/tree/main/specification/deviceregistry/DeviceRegistry.Management. It is a little weird why base_url is treated as new params even if it is not showed in operation signatures.
