ADS and VS code extension support for vector functions and vector data type

Now we support vector functions and vector data type in sqlparser and vector data type in SMO. Please bump the sqlparser version of ADS and VS code MSSQL extension, and support scripting for both vector data type and vector functions.

In previous ticket #18508, vector data type is supported.
