Query results pane doesn't render correctly when docked on side bar

Steps to Reproduce:

1. Run a query that generates results
2. Drag the query results pane to the side panel, for example above the chat view

Expected: Works the same as when docked on the bottom

Actual: doesn't render

@kburtram I believe this is a duplicate: #18324. Users should use the Open In new tab feature for this use case. I could look into this to see if it's an easy fix but if it's not maybe we should lock down this behavior so users can only use the open in new tab functionality for this use case.
