Option to Fully Disable All AI Features and Mentions

I want to disable it completely. I don't want to disable individual bits of AI features, I want a single button which disables AI features universally across VSCode.

When I open a project, I want the side panel to not even have Chat as an option to open, let alone the default.

Please, this might actually make me leave VSCode.
