no command suggestions when python extension is active

1. Improved Ghost Text Detection

Repro steps:

• use bash shell on Windows
• ensure the Python extension is installed and running
• type co in the terminal
• notice that unlike in no inline suggestions in bash shell on Windows #241943, no command suggestions shown at all, only folder ones

FYI, I've had python enabled for the past month while testing and haven't seen an issue with this on mac.

@Tyriar yeah when python extension is disabled, I see some suggestions as on the screenshot in #241943
