Update dev setup for new vscode features

Remove IGVM PARSER REPO for Cloud-Hypervisor testsuite (microsoft#3121)

We dont need to clone the IGVM PARSER repo now for
MS CLH as it is getting handled with crates dependencies
within CLH.
