Fix to Library Issue

Reference: boto/boto3#4392

Boto3 has changed how it deploys, there are now a few checks done that are not supported on third party applications. Please read the reference above.

We have implemented a temporary fix for this, and will come back in the near future and discuss how we are going to deploy the static files to the CDN.
