The content in validator-release.yml is generated using a tool called cargo-dist using command dist generate, which references config in dist.toml.

The steps in this workflow use the deprecated ubuntu:20.04 image, which is going away 4/01/2025: actions/runner-images#11101
The use of the deprecated image causes the workflow steps to be occasionally cancelled as part of a scheduled brownout.
cargo-dist is working to upgrade to a non-deprecated ubuntu image. Tracking issue here: axodotdev/cargo-dist#1760
