Enable NFSD to make NFS server usable (armbian#1363)

Enabled BFQ IO Scheduler;
Enabled some Meson CLK options;
Added some DEVFREQ Governors as modules;
Enabled DVFS (CONFIG_PWM_MESON=y);
Enabled FUSE as module;
Enabled NFSD to enable use of NFS server;
