Clarify under which circumstances the name or short_name member wins

I believe we should likely just leave this to the user agent, and label them appropriately:

• short_name is provided by the developer for the user agent use when UI space is limited. The user agent may still truncate the name if necessary.
  • e.g. a dialog
• name is provided for the user agent to use when UI space is designed to comfortably show long name. The user agent may still truncate the name if necessary
  • e.g. the settings for the app.
