What is the issue with the HTML Standard?

The next meeting for the joint OpenUI-WHATWG/HTML-CSSWG task force on styleable form controls is scheduled for Thursday March 6th, 2025 at 8am PST.

We should also discuss the more general issue of when the CSS WG considers something suitable to be referenced from a CR/REC-equivalent document (which is the level the HTML standard aims to be at, at all times).
