This merges the separate services and languages settings, removes "system default" and allows multiple combinations to be selected.

Speech keyboard settings: merges the separate services and languages settings into one setting, removes "system default" and allows multiple service-language combos to be selected.
Speech keyboard itself: new button (visible if multiple service-language combos have been selected) to rotate through the selected combos.
