What does this PR do? What is the motivation?
Updates the doc to include another flag that is stored with in the PHP ini file.
When the PHP tracer is installed with the --appsec-enabled flag, it also adds the datadog.appsec.enabled = On flag to the php.ini files found on the system. In a recent case, we had some difficulty disabling the product: https://datadog.zendesk.com/agent/tickets/2110494
