Aspire CLI should be able to update packages and templates

Is your feature request related to a problem? Please describe the problem.

I think it'd be nice if the aspire cli would be able to automatically update all the Aspire references inside a project and update the aspire templates

Describe the solution you'd like

aspire update --template could update the templates
aspire update could update PackageReferences and SDK in my csprojs
