Aspire dashboard + AOT

It would be neat if the Aspire dashboard was published with AOT to improve startup performance. Launching it with debugging is part of the dev inner loop so seeing it faster would improve the dev experience.

Problems:

• Blazor/SignalR doesn't support AOT yet.
• The Aspire dashboard packaged in workloads/images would need machine specific builds.

We don't think this will ever happen so closing it and will reopen if Blazor ever becomes AOT-able
