Dashboard error when clicking on Graph before components load

Describe the bug

If you try to get to the graph tab before your aspire components are loaded, you get an error:

Expected Behavior

The tab should still be in a loading state and not throw an error.

Steps To Reproduce

1. Run Aspire app
2. Click on the graph tab before the components are loaded in the first tab

I have a feeling this will be fixed by #9553

I'm going to assume this is fixed.

Update to 9.3.1 to fix this error. If it still happens then we can reopen this issue.
