Describe the bug
When running an apphost with a project with a launchSettings.json file, the default (only) profile is selected and the arguments are displayed in the dashboard, but they are not actually passed to the project when it runs.
In this screenshot the source displays the args --environment Development but they are not actually passed through to the project.
This occurs in both Visual Studio 17.14.4 and dotnet run cli.
Expected Behavior
I would expect the arguments to be passed correctly to the project.

Run the apphost, notice the project resource fails because it does not detect the correct arguments.
