Is there an existing issue for this?

Describe the bug

Aspire.Dashboard.exe and username/password are now appearing as a resources on our Aspire Dashboard after updating to 9.3.0. We've tested it with the previous version (9.2.1) and these resources don't appear.

Expected Behavior

The empty resources shouldn't appear on the Dashboard.

Steps To Reproduce

Bump either:

  1. ServiceBus package and dashboard appears
  2. PostgreSQL and username and password appear
