Windows host build failure referencing a binding NuGet for iOS

Description

Adding a PackageReference to a NuGet package with iOS bindings causes the build to fail on Windows. e.g.

<PackageReference Include="Microsoft.ML.OnnxRuntime.Extensions.Dummy" Version="0.13.0" />

Steps to Reproduce

git clone https://github.com/jeremy-visionaid/MauiTestApp/tree/ios-unzip
Pair to Mac
Build on Windows for ios

Looks like #19027 has perhaps regressed?

Looks like this got fixed with VS Pro 2022 17.14.5 and/or the macios 9199 release. Thanks!
