Issue with Retrieving Supported Cultures via DI in Blazor WebAssembly

Describe the bug

We are currently developing a service responsible for the centralized management of internationalization for the various teams we support. This service, among other things, ensures that the cultures supported by the application (as specified in the appsettings.json file of the applications) are available and supported by the framework.

To retrieve the cultures supported by the framework, we call the following method:

CultureInfo
    .GetCultures(types: CultureTypes.NeutralCultures)
    .Select(selector: cultureInfo => cultureInfo.Name)
    .AsEnumerable();

This code works correctly when executed in Blazor Server and in Blazor WebAssembly if called directly from a page rendered in this mode (rendermode InteractiveWebAssembly). However, when it is invoked through the service registered in the dependency injection (DI) container, it returns no results.

Expected Behavior

The expectation is that the call to CultureInfo.GetCultures returns the correct set of cultures in Blazor WebAssembly regardless of whether it is invoked directly from a page or through a service registered in DI.

Steps To Reproduce

1. Create a service that uses CultureInfo.GetCultures to retrieve the supported cultures.
2. Register the service in the dependency injection (DI) container.
3. Invoke the service from a component in Blazor WebAssembly.
4. Observe that the call return no results when invoked through the DI service.

Exceptions (if any)

No exceptions are thrown; the issue is that no results are returned when using the service through DI.

Thank you, @rolujan for the report.

I was not able to reproduce the problem, I created a Blazor wasm app that should visualize the bug but it's not working as described. Please, could you either update my repo with changes that would break it or provide your own smallest repro?
