Re-enable Azure Linux 3 testing

• Re-enable Azure Linux 3 testing once the fix for Azure Linux 3 System.Net.* and System.Security.* tests timing out dnceng#5329 (comment) lands in the CI images
• Consider re-enabling Azure Linux 3 testing in addition to the testing on regular distros like Ubuntu since Azure Linux is significantly different from regular Linux distros due to its custom crypto stack

As an aside, we likely don't need both Fedora and CentOS in inner loop.

The inner loop Azure Linux 3 testing was disabled by #114268 . The minimal fix is to revert this PR.

There is no Fedora in the inner loop default set for libraries. The inner loop defaults set is:

Here is the command to determine which SymCrypt-OpenSSL packages are available.

Note: The version we need isn't there yet.
