Build android-x64 Release AllSubsets_CoreCLR takes very long time

For example, it has been running for 7+ hours in #115951 (the rest of PR legs completed many hours ago):

I have seen the same issue in number of other PRs. We do seem to have enough capacity to run this test mix on most PRs.

I am disabling the Android tests in default CI set in #115956. We either need to make the default set smaller, make the Android runtime faster, or increase CI capacity.
